Implementation and Enforcement of the Treaty

Today, the most serious threat to this groundbreaking treaty is the tobacco industry. If Philip Morris International and other tobacco giants have their way, enforcement of the treaty will be watered down and riddled with loopholes.

In this phase of our campaign, we are:

• Providing model legislation to governments to insulate their health policies from the tobacco industry’s conflicts of interest and ensure adequate enforcement of the treaty;
• Monitoring, documenting, and exposing the tobacco giants’ strategies to undermine the treaty;
• Mobilizing NGO partners to expose tobacco industry interference;
• Organizing U.S. treaty ratification initiatives.

The United States, once a leader in tobacco control, remains on the sidelines. President Bush signed the global tobacco treaty nearly three years ago, but has not yet submitted it to the Senate for ratification. Corporate Accountability International’s members are increasing public pressure for the United States to join the international community, ratify this groundbreaking treaty, and protect future generations.

Enforcement Meetings

Countries that have ratified the global tobacco treaty meet regularly  to strengthen treaty implementation and enforcement. These meetings are called the Conference of the Parties.

The Third Conference of the Parties to the global tobacco treaty will take place in South Africa in November 2008.
